Windows Care is pretty much a all around care for your PC, it does a spyware/adware sweep, prevents it from being installed on your computer, fixes registry, optimizes and repairs your system configuration, manages you startup up and gives a description of it, erases history and surfing traces,
and of course, cleans junk files.

Smart defrag is an extremely quick defragmenter, with express defrag and a slower but better one. it also has auto defrag which automatically defrags your computer when your CPU usage is under a certain percent (default is 20%).
It can speed up your computer up to 500%! (or so they say)
